Indeed. In their initial post over a month ago, Google made it seem as if this change was being made immediately. But unless you hack your way into it, you’re likely still stuck with the old ugly black bar. 

If it wasn’t ready to roll, why pre-announce it? If it was a planned, slow roll-out, why not say that in the post? The new bar is (mainly) a big improvement, so why the hold up?
